Barre Farmers Market Bylaws
Meetings
There shall be at least one meeting each year before the start of the market in May. This shall be called the Annual meeting in the remainder of this document. The president shall organize the meeting. All vendors from the previous year, executive officers and future vendors shall be invited. Each vendor attendee will have one vote. Minutes from the previous year, treasurer’s report, and any other reports shall be presented. A quorum shall consist of a majority of the executive board plus a minimum of 3 additional attendees. Roberts Rules of Order shall be the method by which business shall be handled in meetings.
Executive Board
The executive board shall be comprised of the president, vice-president, secretary, treasurer, the market manager, and 2 members –at- large. The terms of president, vice-president, secretary, treasurer, and market manager shall be no more than 3 consecutive years, except the market manager- as voted by members present at the annual meeting. The members – at – large will have 2 years terms. If possible; the members –at-large will alternately change on opposite years. Each board member shall have one vote. Board members shall be elected by a majority vote in the Annual meeting.
Duties of the Executive Board
President: shall lead annual meeting, be active participant in the farmers market, and will act as the farmers’ market manager if the market manager is unable to be present, and all other duties that are deemed appropriate by the membership. Shall be the second signer on the market bank account, shall have a copy of the bank account information, shall have a copy of the market insurance, the layout of the vendors on the commons, and a duplicate list of the vendors for the market. The president can call for executive board meetings as needed with a minimum of one week notice.
Vice-president: shall assist the president , and if the president is unable to finish a term; shall take over that role. He/she shall also conduct an audit of the market accounts every other year; starting with 2017. This audit should be completed by September of the occurring year, with a report documenting what was done, when and the results. This is to be sent to the other members of the executive board no later than November 20th of the same year.
Secretary: shall take and report minutes of all meetings, handle correspondence.
Treasurer: shall maintain permanent records of all monies: dues, and expenses and bank account report. All these records shall be passed on to the next treasurer. Copies of this information shall be given to the executive members as needed. An audit of the records shall be done every other year; lead by the Vice-president. If the treasurer changes, an audit will be done at the time of the change.
Members-at-large: 2 active farmers’ market vendors shall be deemed eligible to hold these positions. They will be elected to the executive board by the membership present at the annual meeting.
The market manager: shall be present at each Saturday market. The market manager shall have a copy of all vendor applications and the market liability insurance policy. He/she shall abide by and enforce the market rules. Any disputes are to be brought to the attention of the executive board. He/she shall seek the permit from the town each year in a timely manner.

Rules Change
Amendments to the by-laws can be made by a 2/3 vote of those in attendance in the annual meeting.
Farmers’ market rules can be changed at the annual meeting by a vote of the majority present at the annual meeting.

Student Scholarship
Student scholarships are voted on at the annual meeting. Active members will make recommendations at the annual meeting. The money is a scholarship for continuing education after high school. It will be a one- time amount of $250.00. The money is granted; (1) after application is submitted, (2) grades from 1st semester and 2nd semester class schedule is submitted of the first year of continuing education. Eligible students are family of active members (vendors).
The student application for the Barre Farmers’ market Scholarship will include: student name, address, phone number, email address, place of continuing education, member of the farmers’ market who is sponsoring them, date of application, signature of student.
